Position: Health Economist
Client: HSREB, ISD, NCRD, CDC
Bo came to the United States in 1999 to pursue his Ph.D. in Agricultural Economics at The Ohio State University in Columbus, OH. After completing his education, he joined the NCIRD (then National Immunization Program) as a Prevention Effectiveness Fellow. His recent publications include discussions on seasonal influenza vaccination coverage among high-risk children and meningococcal conjugate vaccine vaccination decision analysis under potential Guillain-Barré Syndrome risk. He is currently working on an economic analysis of school-based influenza vaccination clinics.
As the parent of two children, he is very excited to work on childhood and adolescent immunization programs to protect not only his children but also children around the country from vaccine-preventable diseases.

Name: Tony Fowler
Position: Public Health Advisor
Client: NCIRD, CDC
Tony is a Public Health Advisor with a public health career spanning over 38 years. He has gained extensive public health management experience at the local, county/district, state, federal and international government levels.
Since retiring from CDC in 2004, he has been fortunate to continue to contribute to public health projects through senior management consultant positions working directly with CDC programs. Currently, he provides management support to the CDC National Center for Immunization and Respiratory Diseases, Immunization Services Division, Education Information and Partnership Branch.
Specifically, his primary responsibilities include regular technical support and liaison to 14 Section 317 Immunization Program grantees. The challenge to these grantees is to identify and establish the activities, protocols, and procedures needed to pilot, initiate, and sustain a successful billing effort to secure reimbursement for vaccine and vaccine delivery in public health department clinics.
This is a critically important immunization program because currently public health clinics typically do not routinely bill insurers for vaccines and their administration to insured children and adults. In fact, standard practice among most public health clinics is to vaccinate children regardless of insurance status if at all possible, instead of turning them away. However, public sector vaccine financing is not adequate to sustain this practice as newer and more expensive vaccines have been incorporated into the childhood and adolescent immunization schedules. This results in a substantial loss of revenue that otherwise could be used to not only defray program costs but enhance services.
“It is my hope that successful completion of this planning program, and subsequent implementation of the effective model reimbursement systems identified across the country, will enable programs to expand and strengthen their immunization program efforts. I am pleased to be a part of this important effort.” ~Tony Fowler
Tony, in his spare time, enjoys fishing, hiking, and photography – anything that gets him outside and physically active.
